본 논문은 우리 군이 선진 국방을 달성하기 위한 노력의 일환으로 군내 여성인력의 역할 확대에 좀 더 적극적인 관심을 가져야 한다는 점을 강조하고 있다. 특히 여성들의 보병 병과 보임을 제한하는 문제와 성 인지 정책에 대한 정부정책의 적실성 문제, 여성인력의 사회적 기여방안에 대한 인식전환의 필요성, 군의 국제화 방안 내지 새로운 위협에 대처하기 위한 임무개발과 관련 여성인력의 활용가치 등 4가지 주요 쟁점을 중심으로 논의를 전개하고자 한다. 본 논문에서는 여성의 역할에 대한 우리 사회 내 다양한 입장들을 소개하고 특히 여성의 PKO 참여에 관한 해외 사례들을 제시하며 국방 분야에서 여성 인력 개발이 우리 군의 경쟁력 강화 원천으로 매우 중요하다는 점을 주장하고 있다. 특히 이 논문은 군내 여성인력의 사회적 책임과 기여를 확대하기 위해 대학과 사회가 보다 적극적인 자세를 취할 것을 요구하고 있다.
Abstract
This study mainly deals with the issue on how to enhance the women’s role in the Korean military. Comparing with other professions of the Korean society, the women’s role in the military has not been expanded. The ROK forces quickly become one of the advanced powerhouse and this study attempts to explain why the Korean government needs to expand women's role in the military. This study also finds that women officers and NCOs are better equipped to do a job in dealing with civil affairs in the war-torn societies as PKOs and therefore it is important for the Korean military to identify the areas where the women can do their job best. It is not always easy to get consensus on how much is enough in terms of desirable size of the women force in the military for the future. It is important for the government to recognize the fact that training women leaders is not only good for the military but also for the entire country. Unfortunately, the academic community and women’s sector of the society have largely been apathetic on the issue of training women soldiers. Therefore, this study ends with recommending that society must take the initiative to help the MND to provide the women soldiers with a more educational opportunity for developing their skills and leadership qualities
