미국을 정점으로 주요 선진국들은 웹 2.0 문화 및 기술을 공공분야에 도입하여국민 지향적이고 반응하는 정부를 만들어 가고 있다. 특히 미국 국방부는 웹 2.0이 비즈니스 영역뿐만 아니라 전장에서도 수많은 이점을 제공한다는 것을 인식하고 모든 국방임무에 웹 2.0 능력을 적극 도입하고 있다. 본 연구는 국방에 웹2.0(국방 2.0)을 도입하기 위한 단초와 방향성을 제시하는 데 그 근본 목적이 있다. 제안된 국방 2.0 프레임워크는 국방 2.0을 구축하기 위한 전사적 접근 틀이며,웹 2.0 서비스 관점과 구성요소를 통해 기술된다. 본 프레임워크는 국방에서 웹2.0 능력을 활용하기 위해 잘 조직화된 국방 전체차원의 가이드라인을 제시한다. 제안 프레임워크의 적용사례 연구를 통해 그 효용성을 살펴본다. 국방 2.0 구축은단순하거나 즉시 가능하지 않기 때문에, 학습단계, 도입단계, 그리고 확산단계로구성된 단계적 접근전략과 고려해야 하는 도전과제를 제시한다.
Abstract
The United States and major developed countries are making citizen-driven and responsive governments with introduction of web 2.0 culture and technology in the public sectors. Expecially, U.S. Department of Defense is actively embracing web 2.0capabilities under the recognition of many advantages of web 2.0 provided to battlefields as well as business areas. In this study, there is the fundamental purpose in providing a starting point and the directivity for the application of web 2.0 to the korea military(defense 2.0). The defense 2.0 framework proposed is a tool of an enterprise approach to web 2.0 in the military, which can be described through web 2.0service view and service components. The framework presents an well-organized and enterprise-wide guideline to leverage web 2.0 in the military. We verify the effectiveness of the proposed framework through a case study. Because Defense 2.0 is not simple and at once possible, we also present a step-by-step approach and challenges being considered.
