미국을 비롯한 선진국들은 1990년대부터 상용 소프트웨어의 지배적 기술에 대한 종속의 우려 때문에 오픈소스 소프트웨어를 적극 권장하여 산업을 진흥시키려 노력한 반면, 우리나라의 오픈소스 소프트웨어의 산업경쟁력은 취약한 편이다. 국방 분야에 있어서도 미국의 경우 2002년부터 국방 분야에서의 오픈소스 소프트웨어 활용을 증대시키기 위한 구체화된 정책들을 연구하고 이를 실현하기 위해 노력하고 있으나, 우리나라의 경우 이제야 그와 유사한 정책들을 논의하는 단계에 있다. 소프트웨어 관련 원천 기술이 미약한 우리나라는 더욱이 오픈소스 소프트웨어의 적극적인 활용이 필요하며, 관련 산업 정책을 효율적으로 운영할 필요가 있다. 이에 본 논문에서는 해외의 국방 분야에서 오픈소스 소프트웨어가 성공적으로 도입, 활용되고 있는 사례들을 살펴보고, 이를 통해 우리나라 국방 분야의 오픈소스 활용을 확대하기 정책들에 대한 시사점을 도출하였다. 본 연구에서 제시한 국방 분야 오픈소스 소프트웨어 도입 촉진의 시사점은 향후 정책의 방향을 수립하는데 토대가 될 것으로 기대한다.
Abstract
Since the 1990s, the US and other developed countries have been trying to promote the industry by encouraging open source software because of the dependency on the dominant technologies of commercial software, while Korea's open-source software industry is not competitive. In the defense sector, the US has been trying to realize concrete policies to increase the use of open source software in the defense sector since 2002, but Korea is now in the stage of discussing similar policies. In Korea, where the technology related to software is weak, it is necessary to use open source software more effectively and it is necessary to operate related industrial policies efficiently. In this paper, we examine the cases where open source software has been successfully introduced and used in foreign defense field, and suggested implications for expanding the use of open source in Korean defense sector. The implications of promoting the introduction of open source software in the military field proposed in this study are expected to be the basis for future direction of policy.
