전략적 사고에 기초한 군 인적자원개발정책 분석과 발전방안1) - 제2차 국가인적자원개발(’06~’10년) 추진결과를 중심으로 -

군은 존재목적 자체가 전략적이다. 따라서 군의 제반 현상 분석은 전략적으로 이루어져야 한다. 이러한 요구에 부응하여 본고 Mintzberg의 전략적 사고(Strategic thinking) 모형을 활용, 군 인적자원개발정책을 분석하고자 시도하였다. 정책을 ①이념-목표 ②영역-과정 ③대상-주체라는 세 가지 차원에서 분석한 결과 초기 군 인적자원개발 정책은 명확한 이념과 목표 설정이 미약하였고, HRD의 궁극적 목적인 조직 효과성보다 개인의 사회 활용성에 편중된 경향성을 보였으며 정책대상인 장병, 국민, 타 정부부처와의 긴밀한 업무협조 및 공감대 확보가 미흡하였음이 노정되었다. 이는 향후 군 인적자원개발정책의 재구조화의 필요성과 목표 및 영역 면에서의 균형유지, 타 정부부처와 대국민적 공감대 형성이 확장되어야 함을 시사하고 있다.
Abstract
The purpose of military’s existence is attributed to national strategy. Therefore, the process of analyzing phenomena related to the military calls for strategic thinking. Reflecting on this demand, this study attempted analysis based on Mintzberg’s Strategic Thinking model. In policy’s viewpoint ① idea-goal ② area-process ③ object- subject are applied. The major points drawn from this study is some imbalance and weak result. This implies there is need for restructuring the future military human resource development policy, keeping balance in terms of policy goal and area, and expanding consensus making with other related Ministries and people.
