Abstract
This study aims at exploring the available research evidence which is related to the effectiveness of sex offender registration and notification to reduce the recidivism of sex offenders. In particular, the current study focuses on investigating the history and criminological background of sex offender registration, notification, and residence restriction toward sex offenders in US. South Korea has initiated the sex offender notification policy from 2000 and the sex offender registration scheme has become the most representative community crime prevention strategy by using routine activity theory and deterrence theory. Registration and notification policies are intended to prohibit potential sex offenders from committing additional sexual crimes by relying on the increased level of management and surveillance. In this context, it is crucial to understand that the literature reviews on US sex offender registration and notification are informative in order to prepare objective evaluation plan for Korean registration strategies and achieve the goals of those policies. Both US and South Korea have rules to notify sex offender information toward community and allow people have right to access to sex offender information, which are different from other western countries. Previous evaluation reports regarding sex offender registration, notification, and residence restriction demonstrate that there are no consistent positive outcomes in explaining the sex offender registration. Some studies result in negative consequences that are more likely to increase the odds of re-offending by increasing the chance of failing to integrate into society. Given the inconsistent empirical support in US, the degree to which sex offender registration policies work becomes the significant matter to debate. In this context, this study will present the core issue to enhance the effectiveness of sex offender registration and notification through the reviews of recent evaluation papers on that subject. Criminological backgrounds including routine activity theory and labelling theory will be included in terms of effectiveness of sex offender registration. Further policy implication will be discussed.
