Abstract

The purpose of this study is to investigate the effectiveness of sex offender registration scheme and notification based on deterrence theory in South Korea. Sex offender registration and notification scheme was designed to prevent occurrences of sex offenses by registering accurate and detailed information on sex offenders. At the same time, the sex offender management strategies was invented for providing personal information of sex offenders, and helping local communities. In this study, we have utilized a total of 16,190 data of sex offenders who were the subjects of sex offender registration. The data were officially entered into the registration system of Korean Ministry of Justice during the period of 2013 and 2014. We have reviewed the number of recidivism and crucial key factors that are associated with the recidivism by utilizing propensity scores and logistic regressions. The result of analysis showed that the factors affecting the recidivism of the sex offender registration group appeared to be age of offenders, number of sex offense in the past, and experience of imprisonment. In addition, the factors affecting the recidivism of the sex offender registration group appeared to be unemployment status, number of sex offenses in the past, experience of imprisonment and electronic surveillance device. Furthermore, when propensity scores are controlled, the possibility of recidivism appeared to be significantly reduced. Based on these results, we have verified that rehabilitation programs for released criminals from prison facilities, effective assistance of local community for criminals and additional supervising tools such as electronic monitoring are required to implement more effective system of sex offender registration and notification scheme. Further policy implications will be discussed.
