본 연구는 무기체계 개발을 통해 발생되는 경제적 효과를 분석하는 기존의 방법을 보완하고, 의사결정 지원을 위한 개선된 방법론을 제시하였다. 보완된 분석방법은 산업연관분석의 영향력 계수와 총요소생산성을 대표 지표로 선정하여 사분면 접근과 단일 지수로 정의하고 비교분석하는 것이다. 그 결과, 개선된 방법론으로 더욱 변별력이 있는 결과를 도출할 수 있었으며 경제적 의미를 해석하는데 용이하였다. 본 연구의 분석방법론으로 실증분석 사례가 축적된다면 무기체계 사업 간의 경제적 효과 비교분석에 유용하게 사용될 것으로 기대된다.
Abstract
The purpose of this study is to supplement existing methods for analyzing economic effects of defense investment for acquiring weapons systems. The improved method selects an impact factor of input-output analysis and total factor productivity as representative indicators, and applies a weighted single index based on the quadrant approach and the priority between the two indicators. This study selects four weapons systems with different characteristics and analyzes them to confirm the applicability of the methodology. The empirical results provide more distinctive outcomes than the existing analysis methods which only conduct input-output analysis. However, there are some limitations in the methodology to judge the rigidity of the effects, such as the degree of the specific industrial classification, the assumption of the depreciation rate, and the accuracy of the input coefficient. With further empirical studies, it is expected that these limitations can be resolved to a certain extent.
