전·의경의 자기개발인식 실태에 따른 학습조직 구축방안에 관한 연구

우리경찰은 현재 급속한 치안환경의 변화로 전문성을 갖춘 인력구조로 편성되어야 할 필요성이 대두되고 있으며, 이와 같은 추세에 부응하여 고(高)지식․고(高)기능․고(高)기술을 갖춘 전․의경 자원의정예화를 위해 경찰 내 양성체계의 강화는 물론이고 사회의 우수한인력을 효과적으로 획득하여 활용하는 방안을 마련해야 한다. 즉, 조직구성원의 인적자원개발을 통하여 국민에 대한 치안서비스의 질과양을 동시에 증진시켜줄 수 있다는 것이다. 따라서 본 논문에서는 15 만 경찰구성원 중 약 1/3(약 6만명)을 차지하는 전․의경들로 하여금경찰조직 내에서 지속적으로 자기개발을 통하여 능력을 개발 할 수있도록 하는 학습조직 구축방안을 모색하는 데 목적을 두고 있다. 이와 같은 연구목적을 달성하기 위하여 전․의경을 대상으로 입대후 자기개발에 대한 인식을 설문조사를 통해 실증적으로 분석해 보고, 경찰조직내의 담당부서, 교육훈련기관의 역할에 대한 구체적 방안 등을 제시하고자 하였다. 본 연구에서는 실증분석을 통해 전․의경의 인적자원 개발 현황 및 수요를 파악하였고 이에 대한 구체적인 개선방안으로 경찰교육훈련체계의 변화, 자기개발 학습기회의 제공, 학습인프라 구축, 자격증 및 학위취득, 취업지원 등의 방안이 제시되었다.
Abstract
The Importance of police human resources development have been emphasized according to the changes of police working environment caused by moving into high knowledge, high performance, and high-tech society. In Korean National Police System, Combat Police is consisted of almost one thirds(60,000 individuals). Therefore It is our mission to prepare these personnel ready to serve the citizens and the country. By doing this, the police can provide high quality and high quantity police services. This study has been done to fulfill following three purposes. First, the settlement of goals and visions of police human resources management have been done by researching theoretical basis. Second, roles of cooperative agencies such as relevant government ministries, research institutions and universities have been investigated to set up goals and duties for the related departments of police human resources management such as police training academy, police university, and recruiting department, etc. Finally, the effective measures for construction of learning organization in Korean National Police Agency. To complete these research missions, intensive field survey was carried out to investigate personal perceptions of self-development and policy measures such as method of setting up the learning organizations in police organization, the effective way to get university credits and various licenses, the method to set up self-develop educational contents, and the way to enlarge capabilities of Combat police personnel were suggested by researchers.
