Abstract
Korea has seen such an increase in crime by foreigners for several years in proportion to increase in massive influx of immigrants. In addition, crime by foreigners is getting increasingly organized and international crimes such as terrorism and human trafficking are on the rise. In response, measures should be taken to establish foreigner identification system. At the present, the Korean National Police and the Korean Immigration Service are in charge of the collection and management of foreigners' information such as fingerprints. The KNP usually manages foreign suspects' criminal information. On the other hand, the KIS manages general information collected during procedures of foreigner registration and immigration. One of the problems with foreigner information management, however, is that these information is not best used due in part to lack in information sharing between the two agencies. Therefore, we need to take a look at how these two agencies operates their own foreigner information management systems. Another problem with foreigner information management is whether the range of information is appropriate that these two agencies currently collects from foreigners. This question relates to whether to collect bio-information such as fingerprints and face pictures. Korean government has recently revised immigration law to stop mandatory collection of foreign residents' fingerprints. The action, however, needs to be reviewed to see if it runs counter to the value of maintaining national security and protecting citizens. This thesis will cover problems with foreigner identification system and find ways to improvements based on exemplary cases in foreign countries.
