경찰서 대용감방에 대한 유치인들의 인식분석 및 정책적 함의 -경북지방경찰청을 중심으로

Abstract

The purpose of this study is to analyze the operational status of the detention rooms and seek an alternative policy on that matter on the basis of the detainees' perceptions of the Substitute Detention Rooms in the police station. The analytic indicators are focused on the cells' structures, the management of the detainees' sanitation and health, the regulations and protection of the detainees, and redress of their rights toward the analysis of these factors. The study was conducted the way 50 detainees in the three Substitute Detention Rooms under the jurisdiction of Gyeongbuk Local Police Agency answer the survey on July 13, 2006 and April 6, 2007. The results from these procedures and methods are like following. Firstly, it has been found that the structure of the detention rooms are arranged in a fan shape, the blackout curtains in the rooms are kept low and the guards' seats for observation and supervision are installed too high. Secondly, the time and place for baths have been found not correctly informed, the facilities deficient in efficient and established management, the physical checkup for the detainees not systematic and the guards' responses slow. Thirdly, it has been found that there are strong antipathy for the CCTV in the substitute detention rooms, female detainees' complaints about the observation of the male guards and the detainees' trouble with the interview concerning the visiting hours, the number of visits, curtains, etc. Fourthly, when imprisoned, not only are the detainees unaware of the details about redressing their rights including petitioning to the State Commission on the Human Rights, also their rights are not redressed due to their ignorance about the procedures and methods when their human rights are abused. For these, policy suggestions are made.
