역대 치안총수의 캐치프레이즈(catchphrase)를 통해 살펴본 경찰정책의 과거와 미래: 1973년 이후의 지휘지침을 중심으로

Abstract

This study investigated not only catch phrases but also commands and indexes of the directors of the National Police Agency that were not researched despite high research values, and it examined changes of police policies, and it found out directions of desirable policies of the Korean police authorities. In the study, character and organizational forms of political powers had great influence upon the policies of the directors of the National Policy Agency of many generations, so that police policies in the past always pursued organizational stability to lay emphasis upon security and to have authoritative policies. The direction of police policies was forced to create critical defects of the policies of no ‘efforts to get reliability from the people’ on which the policies should place the greatest importance. In particular, the political condition made the police neglect the police's essential policies of not only services for the people but also the people's livelihood, and directions of the policies greatly promoted people's distrust of the police. The directors of the National Police Agency should consider ‘getting reliability from the people’ first of all when they present political directions of the police in the future. And, the police should actually work for essential duties such as crime controls, the people's livelihood and public security, etc.
