오늘날 치안환경은 정치, 문화, 경제 등 다방면에 걸친 중대한 사회문제 가운데 하나로 인식되고 있다. 또한 급변하는 사회 환경의 변화에 따른 치안환경의 변화에 효과적으로 대응하고 경찰공무원들의 사기 등이 치안업무에 미치는 파급효과의 중요성을 감안하여 볼 때 경찰공무원의 복지제도의 개선은 필수적이라고 할 수 있다. 현재 경찰은 ‘맞춤형 복지제도’를 통하여 조직구성원 개개인들의 조건에 맞는 복지제도를 제공하고 있다. 하지만 경찰공무원은 일반 공무원과 업무의 성질이 다르기 때문에, 복지제도를 도입함에 있어서도 업무의 특수성을 고려해야 한다. 현재 경찰의 맞춤형 복지제도의 운영현황을 보면, 경찰 업무의 특수성을 고려하여 일반 공무원들과는 다르게 보험관련 항목들은 의무적으로 가입하게 하여 운영되고 있음을 알 수 있다. 하지만 이러한 운영방식은 여러 가지 문제점을 안고 있다. 이 연구에서는 이러한 운영방식에 대한 문제점과 개선방안에 대하여 논의할 것이다.
Abstract
Today, public security environment is recognized as one of the most serious social problems over various aspects such as politics, economics and culture etc.. Allowing for the important ripple effect of morale of police officer and to deal with the rapidly changing social environment efficiently, improvement flexible benefits plan for police officer is essential. Police provides welfare system that meets the conditions to individuals through 'Flexible Benefits Plan'. However, since characters of police duty and the one of public official are different, a particularity of duty has to be considered. If you check the operation and management state of flexible benefits plan for police officer, you will see that unlike other public official, police officer is under an obligation to join every item related to insurance in consideration of particularity on police duty. However, this management system has lots of problems. In this study, we will discuss the problem and improvement on management system.
