경찰 관련 대선공약 검증과 바람직한 인력구조 개편 방향: 원내 주요 정당의 19대 대선후보자들을 중심으로

Abstract

The presidential election was held early because of President's impeachment. Major party presidential candidates presented many pledges on social security. Police-related pledges were compared and analyzed among many pledges. The adjustment of investigation rights and independence of maritime police excluded from the scope of the study. And the pledges on police organization and workforce restructuring were discussed. They presented the addition of a police officer as a pledge in response to the changes in the police environment, and the new establishment and reorganization of police. Also they presented the expansion of autonomous police system and the improvement plans of Police Committee. And they presented as the pledges on the prevention of crime on the social weak people such as females and children. It will require the long-term perspective and thorough preparation on order for pledges to be established and enforced by policy. With strategic planning including budgeting, we carefully review the workforce reform measures and need to respond to new social changes actively and proactively. Above all, the police workforce reform is need to establish mid and long-term development plan and promote it. To accomplish all of them such as the expansion of autonomous police system, police needs to secure public confidence through close interaction with the external environment
