직무스트레스가 경찰 안전행동에 미치는 영향에 관한 연구

최근 5년간 직무 중 부상을 당한 경찰공무원은 9,519명으로 연평균 약 1,900명 이상의 경찰공무원이 공무수행 과정에서 부상을 당하고 있다. 이 중 절반에 가까운 44.4%(4,224명)의 경찰공무원은 안전사고로 인해 부상을 입고 있는 것으로 나타났는데, 이런 안전사고를 줄이기 위해서 국내외의 산업재해와 관련된 연구에서는 직무스트레스와 같은 사회심리적 업무환경과 산해재해의 발생관계를 규명하려는 연구가 이루어지고 있다. 이 연구에서는 경찰의 안전사고를 예방하기 위해서 사회심리학적 접근을 시도하였다. 서울, 경기지역의 363명의 경찰공무원을 대상으로 직무스트레스와 안전행동 간의 관계를 분석하였다. 분석결과 안전행동의 하위요인인 안전순응행동과 안전참여행동 모두에 역할갈등이 가장 큰 영향을 미쳤으며, 안전순응행동에는 동료지지가 안전참여활동에는 상사지지와 직업안전성이 영향을 미치는 것으로 나타났다. 이런 연구결과를 바탕으로 경찰의 안전행동을 촉진시킬 수 있도록 멘토링 강화, 관리자에 대한 대인관계 교육, EAP프로그램의 활성화 등의 인적 강화 전략을 제시했으며, 역할갈등을 줄이기 위해 관리자들의 명확한 업무분장과 일관성 있는 정책 집행 노력 등을 제시했고, 직업안전성 제고를 위해 공정한 승진기회 부여 및 능력에 적합한 임무 부여 등을 제시했다.
Abstract
The purpose of this paper is to empirically analyze the effects of job stressors on the police safety behavior. The number of police officers who were injured in the line of duty during the past five years from 2011 to 2015 was 9,519. Of these, 4,224 police officers (44.4%) were injured due to safety accidents. In the case of safety accidents, studies are being sought from the physical work environment factors that cause unsafe behaviors of individuals, and further studies are being conducted to investigate the social and psychological work environments and the occurrence of industrial accidents based on human relations theory. In order to prevent police officer 's safety accidents, we investigated the cause of safe accidents and behavior from the viewpoint of human relation. A questionnaire was used and t-test to analyze the difference of job stressors according to experience of safety accident and multiple regression analysis to analyze causal relationship between safety behavior and job stressors. There was a statistically significant difference between the level of supervisor support and the level of role overload level among the groups with and without safety accident experience. Role conflicts have negative effects on both safety compliance and safety participation, which are sub – factors of safety behaviors. In order to facilitate the police 's safety behaviors based on the results of these researches, it was suggested to strengthen the mentor-mentee programs, interpersonal education for the manager, and activation of the EAP(Employee Assistance Program). To reduce the conflict of roles, managers should present clear job assignment and make efforts for consistent policy enforcement. Furthermore the police should be provided fair promotion opportunities and job assignments to enhance their job security.
