경찰활동과 과학기술의 관계에 관한 연구 –경찰 R&D기관 도입을 위한 환경분석-

초록

기술적 진보에 따라 신종범죄의 출현, 범죄수법의 지능화, 범죄유형의 다양화 등 최근의 치안환경 변화로 말미암아 경찰의 효과적 대응이 갈수록 어려워지고 있다. 이러한 변화된 환경에 즉응하여 일차적 수사기관이자 법집행기관으로서 경찰의 특수성과 전문성이 고려된 경찰역량을 확보하기 위해서는 경찰의 적극적인 과학기술 수용이 요구된다. 경찰이 과학기술을 적극적으로 수용하여 응용할 수 있는 영역으로는 범죄수사, 범죄분석, 범죄감시 및 추적, 범인식별, 경찰지휘통신 등 다양한 분야가 있다. 이에 따라 현재 경찰의 과학기술 응용을 위한 연구개발(Research & Development, 이하 R&D) 기능의 강화가 요청되지만, 현재 충분한 역할을 소화하지 못하고 있다. 즉, 경찰의 R&D 기능이 국립과학수사연구원, 치안정책연구소, 경찰청 장비과, 과학수사센터, 사이버테러대응센터, 정보통신관리관실 등으로 분산되어 있어 조직구성이 비효율적이고, 그나마 수행하고 있는 R&D 기능은 지극히 미미한 수준으로 경찰의 R&D 수요에 부응하기에는 한계가 있다. 이에 이 연구에서는 경찰 R&D기관의 도입을 제안하며, 그에 따른 기대효과가 다음과 같이 도출되었다. 첫째, 한정된 경찰의 인적ㆍ물적 역량이 보다 효과적으로 활용될 수 있다. 둘째, 경찰의 새로운 전략모델로 주목받고 있는 지역사회 경찰활동 및 문제지향적 경찰활동에 부응하여 사전대응적 경찰활동이 가능해진다. 셋째, 경찰활동의 공공적 성격으로 인해 민간영역의 수익성과 상업성을 탈피하여 사회에 반드시 필요한 경찰 R&D 기능을 확보할 수 있다. 넷째, 경찰 R&D기관의 도입으로 경찰 각 기능별로 산재된 R&D기능을 보다 유기적으로 통합ㆍ조정할 수 있다. 끝으로, 과학기술의 적극적 활용은 법집행의 객관성과 정밀성을 확보하여 경찰에 대한 시민의 신뢰와 지지를 획득하고, 법집행의 적법성을 둘러싼 불필요한 논쟁과 소모적 시비를 사전에 차단할 수 있다. 결론적으로 현재의 치안환경을 분석했을 때 경찰 R&D기관의 도입은 필수적이며, 이를 위해, 경찰의 적극적인 홍보와 경찰 R&D 수요 파악, R&D조직 설치를 위한 법적 근거마련 등을 제안한다.

Abstract

Technological innovations have been developed new crimes andmodus operandi, and diverse crime types. It makes difficult to effectiveresponse of police. These change of security environment lead todevelope to prevent crime and to improve the performance of the police,and so police should have accept the new technology applications. This study provides an examples of the area which police can applythe new technology, that is, scientific crime investigation, crimeanalysis, surveillance of crime, tracking and identification of thecriminals, and police command communications, and so on. However,functions of police R&D is scattered on National Forensic Service, PoliceScience Institute, Department of Equipment in National Police Agency,Korea Crime Scene Investigation, Cyber Terror Response Center, andDirector General for Management ICT(Information & CommunicationTechnology) etc, so, it is inefficient to organizational operation of R&D. Moreover, the level of police R&D was very poor, it could not responseto police need of R&D and technology. Therefore, this study suggests to adoption of ‘Police R&D Institute’and its expected effects: ① Limited human and material capacities ofthe police can be utilized more effectively, ② Attention model to thenew strategy of the police in community policing and problem-orientedpolicing in response to the proactive police activity is possible, ③Necessary to society due to the public nature of the policing, police R&D capabilities can be secured, ④ Each functions of police R&Dinterspersed partially can integrated into a more organic and can beadjusted, ⑤ Acquire the objectivity and accuracy of law enforcement forthe police to secure the trust and support of the citizens. Consequently, when analyzing the current security environment, it isessential to adoption of Police R&D Institute. For this purpose, I suggestthat it is necessary an aggressive promotion of the police, identifyingthe R&D demand of police.
