본 논문은 2018년부터 10년간 실시되는 노르웨이 톤세제도에 대한 고찰을 통하여2025년 재연장을 실시해야 하는 우리나라 톤세제도에 정책제언을 하는 것을 목적으로 하고 있다. 노르웨이의 톤세제도에서 우리가 벤치마킹할 요소는 첫째로 일몰제가없다는 것이다. 이는 해운기업에게 예측하게 하여 장기적인 사업계획 수립에 도움을주는 방향으로 톤세제도를 운용하고 있다. 우리나라도 일몰제를 폐지하거나 대상기간을 10년으로 할 것을 제안한다. 둘째, 톤세제도를 노르웨이가 오프쇼어와 같은 분야에서 선도적인 지위를 구축하도록 지원하고 있다. 따라서 우리나라도 신해양산업분야도 톤세제도의 대상이 포함할 것을 제안한다. 셋째로 상업적 선박관리회사도 톤세제도의 대상이 되도록 하고 있다. 우리나라도 단순 선박관리가 아닌 상업적 선박관리업체를 톤세제도의 대상으로 새롭게 포함할 것을 제안한다.
Abstract
The purpose of this thesis is to make policy suggestions for Korea's tonnage tax system, which should be extended again in 2025 for next 5 years, through consideration of the Norwegian tonnage tax system, which has been in effect for 10 years from 2018. The factor that Korea should benchmark in Norway's tonnage tax system is, firstly, that there is no sunset system. This enables shipping companies to trust the viability of the tax system and establish long-term business plans. Korea also proposes to abolish the sunset system or extend the target period to 10 years. Second, Norway is supporting the tonnage tax system to establish a leading position in areas such as offshore shipping in the world. Therefore, Korea also proposes to include the new maritime industry as a target of the tonnage tax system. Thirdly, in Norway, commercial ship management companies are also subject to the tonnage tax system. Korea also proposes to newly include commercial ship management companies, not simple ship management, as targets of the tonnage tax system.
