이 논문은 해양경찰복지 기본계획의 수립에 앞서 현재의 해양경찰의 복지실태를 체계적으로 조사하여, 해양경찰의 복지제도 및 현 상황의 문제점을 정확하게 파악하고, 해양경찰공무원들의 복지에 대한 수요인식을 바탕으로 효과적인 해양경찰복지 기본계획을 수립할 수 있도록 기초자료를 제공하기 위한 목적으로 수행되었다. 연구결과 해양경찰공무원들은 현재의 복지정책 및 복지에 대한 인식에 있어 전반적으로 보통이하의 만족도를 보이고 있어 현재의 복지시스템의 개선이 필요한 것으로 보인다. 특히 가장 만족도가 낮은 복지분야와 우선적 개선이 필요한 복지분야 모두 가족복지로 나타나 가족복지에 대한 우선적 지원이 이루어져야 할 것으로 보인다. 근로복지의 경우 육상에서 근무하는 여성 경찰공무원들의 복지 만족도가 낮게 나타났으며, 직무위험면에서는 해상 근무자들의 위험인식정도가 더 높은 바 이들을 위한 맞춤형 복지의 설계가 필요할 것으로 보인다. 건강복지, 문화복지, 미래설계복지 역시 만족도가 낮게 나아 인식조사 결과를 토대로 이에 적합한 복지정책의 수립이 필요할 것으로 보인다. 해양경찰복지 기본계획 수립 시에는 해양경찰의 특수성이 잘 반영될 수 있도록 수요자 중심의 복지정책을 구현하고, 구성원들의 생애주기에 따른 맞춤형 복지를 마련해야 하며, 복지 서비스의 다양화를 통해 모든 구성원들이 복지혜택을 골고루 받을 수 있도록 해야 한다.
Abstract
This study aimed to investigate the actual condition of the welfare of Korea Coast Guard(KCG) and to point out current problems, in order to provide foundation for building the basic plan of KCG’s welfare, which is able to meet the demanding of the officers in KCG. The result showed that national maritime officers are not satisfied with the current welfare systems and policies, thus it is necessary to revise this system. Particularly, the welfare policy related with family members took the lowest place in terms of the level of satisfaction, therefore, it is highly required to reform this institution. As far as the workfare was considered, women officers working on the ground was not satisfied with it. In addition, in terms of the recognition of task-risk, officers in the maritime considered it high, thus it is needed to meet the demanding. The result demonstrated that the level of health welfare, culture welfare, and future-plan welfare were also low, it is necessary to establish the better welfare system based on the survey. When the basic plan of the welfare is established, it is important to reflect the special characteristics of KCG that is focused on the custom-made policies with their life-course. Additionally, as implementing various types of welfare, all officers are fairly given the benefits.
