우리나라 제1위의 컨테이너 항만인 부산항은 신항 개장 및 글로벌 금융위기 여파로 일시적인 수급불균형이 발생함에 따라 매우 불안정한 시장상태를 보이고 있다. 이에 본 논문은 부두운영사 간 과당경쟁으로 불안정한 상황에 놓여있는 부산항 컨테이너 하역시장의 현황과 문제점을 분석한 후, 부산항 컨테이너 하역시장의 안정화방안을 제시하는데 그 목적이 있다. 연구 결과, 부산항 컨테이너 하역시장은 운영사의 수 과다 및 운영단위 소규모, 시장점유율의 변동성 심화, 시장집중률의 하락추세 등으로 경쟁적 시장구조로 변모해 가고 있다. 또한 일시적 수급불균형으로 부두운영사 간 하역요율 인하경쟁 등 과당경쟁이 고조됨에 따라 이윤율의 하락과 운영효율성 저하 등 시장성과가 악화되고 있다. 그러나 부산항 컨테이너 하역시장의 불안정 요인에 대해 관계당사자 간 진단과 처방이 상이한 바, 컨테이너 하역산업의 독특한 산업조직적 특성에 기초한 시장안정화 대책 수립이 긴요하다. 따라서 본 논문에서는 부산항 컨테이너 하역시장을 안정화시키기 위해 처리물량 상한제 등의 수급관리 강화, 개발정책과 운영정책의 연계, 운영구조 개편 및 운영단위 확대, 항만산업경쟁정책 수립 시행, 적정 하역요율 산정 및 덤핑행위 규제, 선사와의 협력 강화, 운영사 간 협력 강화, 처리물량과 연동한 임대료 체계의 탄력적 적용 등의 방안을 제시하였다.
Abstract
The container stevedore market in Busan port is very unstable because of the temporary supply-demand imbalance due to Busan New Port open and the global financial crisis. The objectives of this study are analyzing the current situation and problems of Busan container stevedore market and proposing the stabilization measures. The analysis result shows that the competitions among the container stevedore companies of Busan port are overheated and this is worsening the financial and operating performance of the companies. To prevent the market turmoil, establishment of the market stabilization measures based on the characteristics of stevedore market is very urgent. Therefore, this paper proposes several market stabilization schemes like fortifying the supply and demand management(including upper bound system on container throughputs per container berth), joint policy making between development and operation, improvement of operating structure, enlargement of operating unit, assessment of proper stevedoring tariffs, strengthen cooperation with shipping companies, cooperation between terminal operators, and a flexible terminal lease system considering container throughputs, and so on.
