컨테이너 항만하역산업의 과당경쟁 발생요인에 관한 이론 고찰 및 정책적 시사점

본 연구는 우리나라 컨테이너 항만하역산업의 과당경쟁(또는 과잉시설, 유휴설비) 발생 가능성에 대한 우려에 대응하여 정책방안을 강구하였다. 정책방안의 도출을 위해 일반적 경제이론의 과당경쟁에 관한 선행연구를 조사,분석하였으며, 이론에서 연역적으로 도출된 과당경쟁 발생의 제반 조건이 컨테이너 항만하역산업에 부합하는 지를 검토하였다. 연구 결과에 따르면, 우리나라 컨테이너 항만하역산업에는 과당경쟁 발생 잠재성이 존재하며 이에 대응하기 위해서는 경쟁질서 확립, 물동량 창출 방안 등과 밀접히 연계된 항만시설 공급 정책의 강화 등이 필요한 것으로 판단된다.
Abstract
The objective of this paper is to suggest some policy recommendations for Korea's container port industry, which would probably encounter excess competition in near future. For the purpose, the author, first, investigated economic literature on the theory of excess competition. As a result, he has reviewed the three theories on it as follows : ① business-stealing-effect theory, ② theory relating to natural monopoly, ③ theory relating to government intervention. According to the empirical study induced by the three deductive theories, it is found out that the container port industry has several factors to probably make excess competition. Based on these results, the author suggests the three following policy recommendations : ① execution of the policy of establishing market order, ② closely connection of port development policy with port management policy, ③ continuous organizational economic studies of container port industry.
