그동안 우리나라 항만배후단지의 경쟁력 제고 및 시설의 적정투자를 위한 다양한 연구가 진행되어 왔다. 하지만 단일 항만배후단지를 기준으로 평가되었기 때문에 지역 간 비교 연구를 통한 객관성과 합리성을 확보하지 못했다. 따라서 본 연구에서는 기존 한계를 극복하여 국내 항만배후단지 경쟁력의 중요한 요인을 계층적 의사결정방법으로 비교하여 각 항만배후단지별 특화된 경쟁력을 강화할 수 있는 방안을 도출했다. 실증분석결과 전체 항만배후단지의 경쟁력에서 중요한 요인은 항만 물동량, 배후물류 네트워크, 선사기항빈도, 물류비, 임대료와 같이 물동량과 관련된 항만자체 경쟁력에 기인한 요인이 상대적으로 높게 나타났다. 반면 정부 정책적인 요소인 홍보 및 마케팅, 금융조달 용이성, 조세혜택, FTZ, FEZ지정, 지원편의시설은 상대적으로 중요도가 낮게 나타났다.
Abstract
In South Korea, several studies on logistics parks have been conducted forenhancing competitiveness and proper investment, but the majority lacked objectivityand rationality due to their assessment on a certain logistics park alone withoutcross-regional comparison. Therefore, in order to overcome such limitations, thisstudy aims to compare main factors of competitiveness and suggest ways tostrengthen the competitive advantage of each logistics park, using analytic hierarchyprocess. The empirical analysis has revealed that main factors of competitive port logisticsparks in South Korea are highly related to the competitiveness of respective portitself such as port cargo volume, logistics network of the hinterland, frequency ofport calls, logistics cost, and rental rates, among others. On the other hand, factorsrelevant to government policies such as public relations and marketing, convenienceof financial loans, tax benefits, existence of FTZ or FEZ, and support facilitiesappeared relatively less important than other factors.
