서해안권 벌크화물의 집중도 분석에 관한 연구 : 인천, 평택·당진, 군산항을 중심으로

지리적으로 인접한 항만 간에는 기능 중복과, 과도한 경쟁으로 인한 효율성 저하 등의 문제점이 제기되고 있다. 본 연구는 서해안권 항만인 인천항, 평택·당진항, 군산항의 경쟁화종인 양곡, 목재, 철재 화물에 대한 항만 집중도 분석과 변이-할당분석을 통해 화물의 집중도와 항만 경쟁관계를 연구하였다. 연구의 방법론으로 집중도 분석, 변이-할당 분석, 지니계수와 로렌츠곡선을 활용하였다. 양곡화물의 경우 2007년부터 2010년 까지 화물의 집중도가 높게 나타났으나, 2010년 이후 집중도가 크게 낮아지며 물동량 분산화가 진행되었다. 평택·당진항의 양곡 처리 물동량이 크게 상승했고, 인천항의 물동량이 하락하였다. 목재화물의 경우 집중도는 양곡화물에 비해 높지 않은 것으로 나타났으며, 변이분석결과 인천항이 물동량을 잃다가 2014년 이후 물동량을 회복한 것으로 나타났다. 철재화물의 경우 목재화물과 마찬가지로 집중도가 높게 나타나지는 않았으며, 군산항이 꾸준하게 물동량을 획득하였다.
Abstract
This study examined the concentration of bulk cargoes and the competition between ports by analyzing port concentration through the HHI and the Gini Index. The shift-share effects of grain, forest products, and steel cargoes, on which West Coast ports such as Incheon, Pyeongtaek-Dangjin, and Gunsan compete, were also investigated. The concentration of grain cargoes was high over the period 2007–2010, but decreased drastically after the cargo volume was dispersed in 2010. This led to substantial increases in grain cargo concentrations in the ports of Pyeongtaek and Dangjin, while they decreased in the Incheon port. The concentration of forest products’ cargoes did not exceed that of grain cargoes. The results of the shift analysis indicated that the Incheon port had been losing cargo volume until 2014. The concentration of steel cargoes was not as high as that of forest products’ cargoes; consequently, the Gunsan port was able to steadily increase its cargo volume.
