AEO 인증제도는 기업의 자발적 참여를 바탕으로 하고 있기 때문에 인증에 소요되는 비용을 정당화 시킬 수 있는 인증에 대한 효과가 있어야만 기업의 자발적 참여를 유도할 수 있다. 이에 본 연구에서는 선행연구들을 통해 제시된 AEO 인증과 상호인정협정의 효과를 수출입기업의 생산성 차원에서 분석하고자 하였다. 분석결과, AEO 인증은 수출입기업들의 생산성 및 효율성 변화에 유의미한 영향을 미쳤으며, 상호인정협정은 효율성 변화에 대한 조절효과가 있는 것으로 나타났다. 또한 인증이 생산성 및 효율성 변화에 미치는 영향이 대기업보다는 중소기업에게 보다 크게 나타나는 것으로 분석되었다. 이는 AEO 인증을 통해 수출입기업들의 생산성 및 효율성 개선효과가 있으며, 중소기업이 보다 적극적으로 인증을 고려해야함을 시사한다.
Abstract
This study focused on investigating the effect of the certification of the Authorized Economic Operator (AEO) and the moderate effect of Mutual Recognition Agreements (MRAs) on the productivity of AEO certified Korean trading firms. Upon conducting a Malmquist productivity analysis and a panel regression analysis for 162 firms, it was found that AEO certification affected both, productivity and efficiency change positively. However, as the results show, MRAs strengthened only the positive relationship between efficiency change and AEO certification. Furthermore, the results also revealed that AEO certification strongly affects the productivity and efficiency change of small and medium-sized enterprises (SMEs) more, as opposed to large enterprises. This study concluded that trading firms can improve their productivity and efficiency levels by attaining AEO certification, and that SMEs should consider seeking AEO certification more actively. It also provided an empirical evidence for why customs administrations should expand the MRAs that bolster the effect of AEO certification.
