본 연구는 무역원활화와 교역안전 문제를 동시에 해결하고자 WCO가 채택한 SAFE Framework 표준협력제도로서의 AEO (Authorized Economic Operator; 수출입안전관리우수공인업체)의 무역 효과를 한국과 각국 사이의 무역 데이터를 사용하여 분석하였다. 특히 WCO가 권고하고 있는 상호인정협정(MRA) 체결이 실제의 무역데이터에서 어떤 영향을 보여주고 있는지를 패널데이터를 이용하여 회귀분석하였으며, MRA와 FTA 동시 체결의 상호작용 효과를 중심으로 실증분석을 실시하였다. 이러한 분석을 통해 각국의 AEO 도입이나 AEO-MRA의 체결이 무역을 증가시키는 것을 확인할 수 있었으며 이는 수출, 수입 양 면에서 나타나는 것을 볼 수 있었다. 다만 AEO-MRA와 FTA가 동시에 체결된다고 하여도 추가적인 상호작용효과가 존재하는 것은 아님을 발견하였다.
Abstract
This study analyzes the effect of the Authorized Economic Operator (AEO) on Korean trade. The AEO is a key part of the Trade Facilitation Agreement (TFA) and the trade safety system that emerged after the September 11 terror attacks. In particular, the WCO encourages its member countries to sign a Mutual Recognition Arrangement (MRA) on AEO to spread free trade. This study focused on the interaction effects of the simultaneous conclusion of a FTA and MRA; we conduct the panel regression analysis by using the gravity equation that includes explanatory variables, such as economic size, distance, AEO-MRA, and FTA settlement. The analysis confirmed that AEO, AEO-MRA, and FTA have positive impacts on trade liberalization; however, there are no additional synergies if the AEO-MRA and FTA are concluded simultaneously. The results indicate that it is good to have the AEO, AEO-MRA, and FTA to encourage international trade; however, we do not have to consider FTA partners more seriously than other countries when signing a new AEO-MRA.
