인천지역 수출입관련기업의 AEO 인증확대를 위한 실태조사와 시사점

본 연구는 인천지역 AEO 관련 업체들을 대상으로 인천지역 업체들이 AEO 인증을 확대해 나가기 위한 기초연구로서, AEO 공인인증의 도입배경, 필요성, 특징, 주요내용과 AEO 제도 활성화를 위한 실태조사를 실시한 후 이를 토대로 인천지역에 적용할 시사점을 제시하였다. 첫째, AEO 공인인증시 기업의 기대효과로는 물류의 시간적인 흐름을 단축시키는데 가장 큰 관심이 있음이 나타났으며, 둘째, 인천지역 AEO 기업별 자체평가 결과로는 인사관리, 정보기술, 재무건전성, 교육훈련, 내부통제 순으로 높게 나타나 인천지역 수출입 관련 업체의 현재 공인인증관련 수준은 매우 낮은 것으로 평가되었다. 셋째, 업체별 공인인증 점수를 100점 만점으로 계산해본 결과 전체업체는 평균 46점을 기록하였으며, 기업체도 46점, 포워더, 관세사는 45점으로 나타나 지속적인 홍보전략과 아울러 컨설팅 지원이 추가적으로 확대실시 되어야 할 것으로 판단된다. 기존의 AEO 관련 연구가 주로 동향이나 사례분석, 기대효과 또는 애로사항, 효율화 방안 등을 제시해왔으나, 이제 우리나라에서도 AEO 인증의 필요성과 중요성이 서서히 확대되고 있어, 기초적인 인천지역 기업실태조사를 통해 현재의 AEO 인증 수준을 가늠하고 나아가야 할 방향을 제시하는데 본 연구의 의의를 찾을 수 있다.
Abstract
The paper suggests implication applied to export-import companies of Incheon through study on the actual condition to activate AEO system as a basic research to expand AEO(Authororized Economic Operator) certification. Firstly, expected effectiveness of export-import companies as acquiring AEO official recognition is to reduce lead time of logistics. Secondly, self-evaluation of companies to obtain AEO official recognition show that AEO official recognition level of export-import companies of Incheon is awfully low and order rated from highest to lowest are personnel management, information technology, financial soundness, educational training and internal control. Thirdly, total companies including forwarders and customs house brokers get average 46 out of 100, single companies excluding them get 46 and forwarder and customs house brokers get 45. This results both demand a sustainable promotion strategy and consulting support for export-import companies of Incheon.
