AEO 제도는 9․11테러사태 이후 제기된 통관화물의 안정성 제고 필요성 인식에 따라 일정수준의 안전기준을 확보한 기업에게 부여하는 통관상의 인증이다. 2010년 8월말 현재 국내에서 발급된 AEO 인증은 40개이다. 제조업체로는 대기업만이 AEO 인증을 획득했을 뿐, 대부분의 중소기업들은 모르고 있거나 신청조차하지 않은 상태이다. 따라서 향후 수출입상에서 AEO가 국제적으로 강화되는 경우 우리 기업들의 피해가 클 것으로 전망된다. 이 논문에서는 AEO 제도의 추진배경 및 국내의 AEO 발급 현황을 살펴보고, 이 제도 실행상의 문제를 중소기업 입장에서 고찰하여, 정책시사점을 도출하고자 한다.
Abstract
The concept Authorized Economic Operator(AEO) was internationally introduced for agents of customs clearance in complying with WCO or equivalent supply chain security standards. While there is a worry that AEO may play as NTBs in future, it is sure that the system will be established as a trade rule in the world. In Korea, only 40 companies were allowed to have AEO certificates as of June 2010, and all of them are large companies. Small and medium sized enterprises have low concerns over AEO, and are not ready for applying for AEO. When AEO becomes one of requirements for traders in future, the losses for Korean SMEs will be large, since Korea's Customs Service has a limited capacity in granting AEOs. This paper reviews the backgrounds of AEO system in global trading system, and analyes the problems related with the implementation of AEO system. Finally, conclusion and policy implications are given at the end of the paper.
