Abstract

This study started from the critical perception of current firearm safety control system which is designed to prevent firearm accidents simply by regulating the possession of firearm and intended to derive a proposal for a policy on firearm safety control which focuses on the control of firearm. To this end, current laws that are related with the firearm safety control such as the Act on the Safety Management of Guns, Swords, Explosives, Etc. were reviewed first, the detailed firearm safety control plan of the National Policy Agency to derive problems, and an effective alternative was suggested based on the analysis. The following are the results of the study; First, it is necessary to divide current Act on the Safety Management of Guns, Swords, Explosives, Etc. into the act on firearms and the act on explosives to stipulate the regulations on firearm safety control more substantially. Second, it is necessary to secure the fairness of the discretionary exclusion right of the police administrative office regarding the possession of firearm or reduce the discretion. Third, it is necessary to develop a GPS device for tracking the firearm to control the safety of firearm for hunting and devise a plan to mount the device to the firearm. Fourth, it is necessary to intensify the appropriateness review when releasing firearm for hunting from storage. Fifth, the intensified safety training was proposed as a policy.
