비상대비업무담당자 제도의 실태와 개선방안에 관한 연구 -중점관리대상 업체를 중심으로-

국가 관공서와 공공기관 그리고 지정된 중점관리대상 업체에서 국가 비상사태 발생할 시 국가의 동원지침에 따라 비상계획을 수립ㆍ조정ㆍ실시하도록 비상대비업무 담당자 제도를 두고 있다. 그러나 1960년대 군사정권에서 만들어진 이 제도는 그동안 남북 관계를 비롯한 정치적, 사회적 환경의 변화에 따라 이 제도의 정체성에 문제가 제기되었다. 즉, 이 제도는 중점관리대상 업체 비상대비업무담당자의 조직과 업무는 본래의 업무 성격과 상이한 부분이 많고, 업체의 추가 업무 요구에 따라 다르게 조직 편성이 되기 때문이다. 따라서 전문가집단을 심층 면담한 후 그 면담내용을 질적 연구 분석 도구인 NVivo12 프로그램으로 분석한 후 그 결과를 바탕으로 비상대비업무담당자의 역할에 대한 집행격차를 도출하고 그 개선방안을 제시하였다.
Abstract
The emergency preparedness manager system is established to establish and coordinate emergency plans in accordance with the national mobilization guidelines in the event of a national emergency in the event of a national emergency. The system, which was implemented in the 1960s, has had many problems as it has not been implemented in its home region due to environmental changes. The status of this system is that the organization and work of the emergency preparedness officer of the company subject to intensive management differ from the nature of the original work, and the organization is organized differently depending on the additional work needs of the company. In addition, the company is requesting security and security services. Therefore, the improvement plan needs to be re-established through legislation on the organization and work of emergency preparedness personnel, selection tests, certificates, etc.
