Abstract

This study highlights the necessity of expanding emergency preparedness management positions to proactively respond to a rapidly evolving security environment and explores measures to strengthen national emergency preparedness capabilities, particularly through the utilization of veterans equipped with military expertise. Currently, the national emergency preparedness system faces various structural limitations, including a shortage of specialized personnel within emergency preparedness organizations, non-compliance by local government agencies and public institutions in appointing emergency preparedness managers, gaps in emergency preparedness duties during government organizational restructuring, and insufficient identification of critical capabilities in the private sector. To address these issues, this study proposes several improvements: First, deploying military experts to the Emergency Preparedness Policy Bureau, which oversees national emergency preparedness affairs, and establishing an Emergency Preparedness Audit Division. Second, revising the "Act on Emergency Preparedness" and the "Local Public Officials Act" to expand the scope of emergency preparedness manager appointments to include cities, counties, and districts, thereby strengthening the legal status and professionalism of these positions. Third, ensuring legal enforceability by creating penalty clauses for institutions failing to appoint emergency preparedness managers. Fourth, mandating the selection of emergency preparedness managers during government organizational restructuring and new establishment. Finally, stipulating the active identification and management of critical infrastructure companies by central administrative agencies in the "Act on Emergency Preparedness." This study emphasizes that connecting these position expansion plans with the utilization of veterans, who possess military expertise and crisis response capabilities, can substantially enhance the quality of emergency preparedness work and strengthen national security capabilities. Ultimately, leveraging veterans in emergency preparedness will disseminate the value of national defense and provide strategic benefits for both the nation and individuals.
