경제자유구역을 만드는 가장 중요한 목적은 기업하기 좋은 지역을 만드는 것이다. 선진국 수준의 경영, 생활 여건을 조성키로 하여 외국인 투자, 교육, 금융 및 출입국제도 등 국가 차원에서 지원이 필요한 행정수요에 대하여 신속한 처리를 지원(One-Stop Service)하기로 하여 3개 경제자유구역을 지정하여 운영 중이며 작년 12월 3개 지역을 추가로 지정 하였다. 지정되어 운영 중인 경제자유구역은 여러 운영상의 문제점을 안고 있으며, 경제자유구역의 활성화 및 운영상의 효율성 제고를 위해 규제완화 등의 문제점 개선과 투자 증대, 지역경제 활성화와 입주 기업의 수출 증대 등 국제 경쟁에서 경쟁력이 증대 될 수 있도록 뒷받침 되어져야 한다.
Abstract
The economic special zone managing in various forms comes into operation when the open-door policy and deregulation of the whole economy are really difficult. And it is promoted under the purpose of making the performance expand into other areas. Hence, the most important purpose of establishing the economic special zone is to make the good area for promoting an undertaking. Korea designated a fixed area as an economic special zone and made it the management and living conditions equivalent to the level of advanced countries. It was to support One-Stop Service for the administrative demands that required the assistance at the level of nation in foreign investment, education, finance, immigration, etc. Furthermore, Korean Government designated three areas of Songdo New City, Yeongjongdo and Cheongra as economic special zones and the regional areas of Busan, Jinhae and Gwangyang Bay as Free Economic Zones(FEZs) which are under operation now. In addition, it designated Gyeonggi·Chungnam, Daegu·Gyeongbuk and Jeonbuk areas as FEZs in December 2007. However, the designated and operating FEZs have various operational problems which the improvement of a problem such as deregulation is required. Ultimately, the FEZs have to be backed up so as to improve the international competiveness such as the incree of investment, activating of regional economies, and export increase of occupants of enterprises.
