경찰의 아동학대 대응체계 개선방안에 관한 연구: 여성청소년과 수사관의 내러티브를 중심으로

Abstract

As the death of child abuse rapidly emerged as a national concern, the police tried to improve the comprehensive response system for children's safety by establishing a pan-government cooperative system and supplementing and correcting deficiencies in stages from receipt of reports to follow-up management. In particular, 16-month-old adoptees' death from child abuse revealed poor police action and lack of cooperation among related agencies, prompting public opinion to demand improvement of the overall response system to prevent child abuse. The lack of child protection facilities, especially the immature environment of the government and police for the care of children affected by abuse, as well as the punishment of perpetrators of the police who fall short of the public's standards, has been criticized. In response, the police will diagnose the child abuse response system and establish detailed mid- to long-term plans to prepare three-dimensional and comprehensive improvement measures. As in many previous studies, part of the study conducted a narrative exploration for police officers dedicated to child abuse (public officials) to empathize with real problems and present better directions based on vivid practical approaches to child abuse sites rather than theoretical or literary considerations. Conscious of the possibility of blame for the failure of the child abuse approach, research participants were internally engaged in excessive psychological fears due to negative media experience in the past. The study is meaningful enough to help the government and police understand the comprehensive plan to respond to child abuse, while contributing to child abuse prevention policies through on-site police officers (public officials) to provide better directions in the future.
