우리나라가 물류선진국으로 발전하기 위하여 물류표준화가 필요하며, 이의 제도적 뒷받침이 물류 관련 인증제도이다. 우리나라는 표준설비, 종합물류업자, 물류경영시스템의 3가지 인증제도가 있는데, 이중 물류경영시스템 인증은 시범인증을 거쳐 2008년부터 최초로 시행하기로 하였으나 진전이 없었다. 현재 심사규정은 물류표준설비인증과 종합물류업자인증의 심사기준을 혼합한 양식의 것으로 독자성이 부족하고, 인증을 획득한 기업에게 돌아갈 수혜도 적은 상황이다. 그러므로 명확한 심사기준과 이를 통과한 기업에 대한 보상책이 합리적으로 이루어져야 인증제도가 유지되고 발전될 수 있을 것으로 본다. 물류경영시스템 인증을 통한 물류의 발전을 위해서는 물류보안과 환경물류 등 물류업계 경영에 영향을 미칠 요소들이 심사기준에 포함되어 인증의 난립을 막고, 현장중심의 제도개선과 정부의 강한 의지를 반영한 지원책이 동시에 이루어져야 할 것으로 본다.
Abstract
To promote logistics industries, governmental certification systems are required. Korea have three certification systems such that Logistics Standards, Total Logistics Company, and Logistics Management Systems. Logistics Management Systems is the latest certification, and that will be performed in 2008 after practical demonstration in 2007. But current certification criteria of logistics management systems is nothing but a mixed form of the criteria of logistics standards certification and the criteria of total logistics company certification. Therefore this system has lack of independancy and benefits to companies who obtained the certification are insufficient. This certification system will be maintained and developed when appraisal criteria is prepared clearly and when benefits to certificated companies is achieved reasonably. Factors that affect to logistics companies management, for example, logistics security and environment logistics, should be included to appraisal criteria, to develop logistics industry through logistics management systems and to protect the certification systems flooded with inadequate companies. On the other hand, government support should be performed with strong intention.
