제주형 이원적 자치경찰제에 따른 제주자치경찰단의 조직구조 개편과 위상 강화 방안 모색

Abstract

This study discussed about a plan for reorganization and strengthening stature of Jeju Police Municipal Corps to succeed to the positive legacy of municipal police system of Jeju and enable current Jeju-type dualistic municipal police system to reform as a dualistic municipal police system in the true sense of the term. As a result of analysis, this study produced two types of reorganization model. First, ‘Model 1’ is a plan for expanding Jeju Police Municipal Corps to the scale of organization and scope of police affairs same as the former 4-phased extended test operation of municipal police system of Jeju. And ‘Model 2’ aims to integrate autonomous affairs and, by extension, local police (patrol division·police substation) of Jeju Provincial Police Agency with affairs of Jeju Police Municipal Corps by expanding Jeju Police Municipal Corps to the level of municipal police headquarters. Of the two models, ‘Model 2’ is considered appropriate in principle to realize municipal police system which is compliant with fundamental ideology of local autonomy and decentralization that municipal police system is pursuing. However, ‘Model 2’ requires revision of various relevant laws and different opinions of related agencies must be reconciled over a long period of time, so ‘Model 1’ would be more reasonable in reality. Therefore, it would be desirable to proceed with a plan in ‘Model 1’ under the present Jeju-type dualistic municipal police system. And through the foregoing, it would also be appropriate to expand the scope of police works of Jeju Police Municipal Corps by moving some personnel of national police to police municipal corps and supplement new manpower for municipal police same as the process of 4-phased test operation of the past.
