Abstract

Above all, participation and cooperation of the local community and residents are important for the autonomous police system, which was introduced with the goal of solving regional security problems on its own and establishing and implementing regionally customized security policies based on regional characteristics, to successfully settle down and be implemented. This is because the foundation of the autonomous police system, furthermore, of complete local autonomy, is the local community and residents, and the establishment and implementation of policies for and by them is an essential element and everything. Based on these points, this study discussed the purpose of introducing the autonomous police system and the plan for participation and cooperation of local communities and residents in police activities, which is the most important factor in successful implementation. Specifically, the police consultative body operated by each local government in the Jeollabuk-do region was analyzed, and problems of the currently formed and operated public safety consultative body were presented, and improvement plans were derived. A summary of the study results is as follows. First, the Regional Public Safety Council and the Local Community Security Council were selected as representative resident councils, and problems in their composition and operation were presented. In other words, problems such as the composition of members of the Regional Public Safety Council that do not reflect the characteristics of the community and lack of representation were presented, and the waste of manpower and budget due to overlapping activities of the Regional Public Safety Council and the Local Community Security Council was presented as a problem. Next, a plan to select members of the resident council reflecting regional characteristics and a plan to integrate the Regional Public Safety Council and the Local Community Security Council were presented, and improvement plans for composition and operation were presented.
