본 연구는 지역치안협의회가 지역주민의 치안체감도를 향상시키기 위한 실질적인 활동 방안을 제안하는 것이 목적이다. 이를 위해 지역치안협의회의 방향성을 재검토하고 그 구성과 협의내용 그리고 활성화를 위한 지원방안에 대해제안한다. 지역치안협의회의 활성화를 위해 조직을 별도로 구축하거나 많은 예산의 증액 없이 지역주민을 위한 활동을 도모할 수 있는 방안을 제안했다. 주민중심의 접근 방안으로 먼저, 지역치안협의회의 방향성을 재검토하는데 지역치안협의회는 주민의 생활 문제를 발굴하여 해결하는 방식으로 전환한다. 즉, 지역현안으로 주민이 지역의 경찰서나 기타 관공서에 문의 제안하는민원내용을 의제로 다룰 것을 제안했다. 다음,지역치안협의회의 구성과 협의내용 역시 주민의 자유로운 참여를 보장하고 주민의 민원과의견을 중심으로 해결할 것을 제안한다. 마지막으로 협의회에서 논의하는 내용을 ‘광의의치안개념’으로확장할 것을제안했다
Abstract
Despite the fact that the ‘local security council’being operated bythe local government has produced constant results, criticalevaluation on it has continued to show that local residents cannotparticipate in it properly, and the results are rather formal andshowy. The purpose of this study is to suggest substantial measures forthe local security council to improve local residents’sensitivity tosecurity. This study reexamines the directivity of the local securitycouncil and suggests supporting measures to vitalize the organizationand also consultative contents of it. What was referred to here for improving the local security councilwas the ‘Consumer Roundtable’adopted in the Washington State ofthe US being operated in the forms of both private and publicgovernance. It was selected as it was good to be referred to foroperating the local security council in Korea because of itsresident-centered deliberation, resident participation, and liberalconsultation among institutions. If we induce that type ofparticipation or topics of discussion, we will be able to developactivities for local residents without any need to build additionalorganizations to vitalize the local security council or securing much increase of the budget. First of all, it is changed from the form of the local securitycouncil delivering governmental policy to residents to that of solvingtheir problems. And in terms of the council members andconsultative contents, too, the study suggests you to secure theresidents’ liberal participation and solve the problems centeringaround the residents’ civil complaints and opinions.
