경찰 물리력 대응 교육훈련 발전방안: 경찰인재개발원의 언어적 통제 파일럿 프로그램을 중심으로

2019년 「경찰 물리력 행사의 기준과 방법에 관한 규칙」이 제정되어 경찰의 물리력 사용과 관련한 가이드라인을 제시하고 있다. 이에 따라 고위험 물리력 사용과 관련한 경찰의 교육훈련은 고도화 되고 있으나, 동규칙이 제시하는 물리력 사용의 3대 원칙이 현장에서 준수되기 위해서는 높은 수준의 물리력 뿐만 아니라 언어적 통제 등 낮은 수준의 물리력에 대한 교육훈련이 필요하다. 이에 본고에서는 경찰 물리력 사용 훈련과 관련한 국내 경찰교육기관의 현황을 검토하고, 경찰인재개발원에서 운영한 “언어적 통제 파일럿 프로그램”의 운영 성과 등을 분석하였다. 분석 결과, 아직까지 우리나라에서는 언어적 통제, 긴장 완화 훈련과 같은 낮은 수준의 경찰 물리력 사용 훈련은 미비한 것으로 확인되었으며, 파일럿 프로그램을 통하여 일선 경찰관들의 언어적 통제 교육훈련에 대한 욕구가 확인되었다. 이를 바탕으로 낮은 수준의 물리력 행사에 대한 교육훈련 개발, 교육훈련 효과성 개선을 위한 실습요소 강화 등 몇 가지 제언을 제시하였다.
Abstract
In 2019, the 「Rules on Standards and Methods for the Police Use of Force」 was enacted to present guidelines regarding the use of physical force by police. Accordingly, police education and training related to the use of high-risk physical force are being advanced, but in order to comply with the three principles of use of physical force presented in this rule, education and training is required not only for high-level physical force but also for low-level physical force such as verbal control. Therefore, in this paper, we reviewed the current status of police education institutions related to police use of physical force training and analyzed the performance of the “verbal control pilot program” operated by the Police Human Resources Development Institute. As a result of the analysis, we found that low-level police use of physical force training, such as verbal control and de-escalation training, is still insufficient in South Korea. We also found the needs for verbal control training among front-line police officers. Based on this, several suggestions were presented, such as developing education and training for low-level physical force use and strengthening practice elements to improve education and training effectiveness.
