Abstract
The number of mentally ill patients is rapidly increasing every year, and accordingly, the number of crimes and accidents committed by mentally ill patients is also increasing. Mental illness crimes are not only frequent but also have a high recidivism rate, so their prevention is very important. However, the current emergency hospitalization system is very ineffective due to various limitations. Therefore, this study sought ways to improve the emergency hospitalization system for mentally ill patients from various perspectives, including police, medical, and legal. First, from a police perspective, it is necessary to introduce quantitative judgment criteria that can indicate specific risk levels so that the police can clearly determine subjects for emergency hospitalization. In addition, some of the personnel of the mobile patrol unit should be transferred to continuously expand the personnel of the ‘emergency hospitalization field support team’ to reduce the risk of subjects for emergency hospitalization and to activate emergency hospitalization. Second, from a medical perspective, it is necessary to establish small emergency centers that can provide minor treatment to patients with psychiatric emergency hospitalization. In addition, public hospital beds that can be used for emergency hospitalization 24 hours a day should be expanded, and a system should be established to enable real-time confirmation of psychiatric emergency hospitalization beds. Third, from a legal perspective, the criteria for judging the risk of emergency hospitalization under the Mental Health and Welfare Act should be added to the article to clearly specify the requirements. In addition, in order to quickly proceed with emergency hospitalization and treat patients, ‘paramedics’ should be included as the subject of request and consent for emergency hospitalization. Furthermore, local governments should be explicitly designated as the subject responsible for post-management of high-risk mental patients in each region.
