Abstract
Recent insider information leakage incidents show that a single employee’s choice can threaten national security. Although the government has introduced tougher penalties, little work has examined how the perception of severe punishment actually deters such wrongdoing. This study explores how perceived punishment severity suppresses insider information leakage and how that suppression changes with three moderators: perceived financial threats, perceived concealment, and innocence. Using data from 299 Korean wage earners, we ran moderation analyses and applied the Johnson-Neyman procedure. Across all three moderators, the higher their levels, the stronger the deterrent effect of perceived punishment severity became, and the effect vanished in groups where the moderators were very low. These results suggest that a response to insider information leakage cannot stop at raising sentences; instead, deterrence strategies must be calibrated to the level of each underlying risk factor.
