Abstract
This research investigates the localization phenomenon of transnational organized crime (TOC), whereby criminal organizations embed themselves within immigrant communities to create stable operational foundations in local contexts. Through qualitative document analysis, the study analyzes instances including Tren de Aragua activities in the United States, the European expansion of ’Ndrangheta, and criminal patterns in immigrant-dense regions like Molenbeek, Marseille, and Birmingham. These examples demonstrate how TOC groups leverage social marginalization, regulatory gaps, and informal community networks to solidify their presence within immigrant populations. Drawing from these international experiences, the research assesses the structural weaknesses of immigrant-concentrated neighborhoods in Korea and develops response strategies across policing, immigration management, and municipal governance domains. The study contends that effective TOC mitigation demands a transition from enforcement-focused approaches toward prevention-oriented frameworks emphasizing community-based policing, collaborative governance, and immigrant community integration.
