우리나라에서 지급되는 수출물류비 보조금은 직접 지급하는 보조금이어서 수출농민들의 입장에서는 선호도가 높은 지원방법이지만 WTO 결정에 따라 폐지되어야 할 상황이다. 본 연구에서는 수출물류보조금을 폐지했을 때 나타날 효과를 분석하기 위해, 물류비 지원기준, 지원현황, 수출시장 분석 등을 행하였으며 마지막으로 회귀분석을 통해서 수출물류보조금이 수출에 미치는 영향을 분석하였다. 특히 중앙정부의 보조금만을 분석할 수 있었던 기존 연구들과는 달리 지자체들의 보조금 데이터까지 포함하여 분석할 수 있었다는 점에서 본 연구의 특징이 있다. 본 연구의 분석결과, 실제로 수출물류보조금은 수출 증가에 중요한 역할을 해왔으며 따라서 일시에 이를 폐지할 경우 수출시장에서 급격한 가격상승으로 수출경쟁력을 하락시킬 가능성이 높다는 것을 알 수 있었다. 하지만 이번 수출물류비 보조 폐지는 피할 수 없는 것이기 때문에 이를 계기로 지속가능한 수출농업 육성을 위한 새로운 정책 발굴을 위해 노력해야 한다.
Abstract
The Korean government has been providing subsidies to the farmers exporting their produce under the scheme of export logistics cost subsidies program. However, in December 2015, the members of the World Trade Organization reached an agreement known as the “Nairobi Package,” which requires signatory governments to bring to an immediate standstill and, then, phase out their agricultural export subsidies. Developing countries, including Korea, have to phase out their export subsidies by the end of 2018. This paper investigates the effects of agricultural subsidies by using the recent data on subsidies and exports. We used regression analysis based on a gravity equation to find the relationship between agricultural subsidies and export performance. We found that subsidies have a deep impact on the export of agricultural goods by Korea. This seems to imply that the withdrawal of subsidies may reduce the agricultural export volume. Therefore, we need to draft policies that minimize the harmful effects of the discontinuation of subsidies.
