FTA의 체결 및 발효는 농업의 배후 산업인 비료산업에도 지대한 영향을 미친다. FTA는 비료 수입에 대한 관세를 인하시키며 이는 비료수입을 증가시키는 효과를 가져올 것으로 예상된다. 이에 따라 한국의 비료 생산자들은 시장에서의 퇴출 위험이 증가하게 된다. 이러한 상황에서 본 논문은 FTA가 비료 생산자들, 수입자들, 유통자들 사이에 어떤 영향을 미치는지를 실증분석 하였다. 수입관세와 비료 수입 사이의 관계를 패널회귀분석 방법으로 분석하였으며 그 결과 다음과 같은 결과를 얻었다. 첫째, FTA로 인한 관세인하는 비료 완제품 수입을 증가시킨다. 둘째, 비료 완제품 수입량 증가와 더불어 동시에 농협의 비료 판매량 감소가 나타났다. 국내비료 생산자들은 농협을 통해서 유통을 하도록 되어 있는 것을 감안하면, 이러한 결과로부터, FTA로 인한 이익이 농민들이라기보다는 다른 수입 및 유통업자들에게 돌아갔다는 것으로 해석할 수 있다. 본 연구에서는 이러한 결과를 바탕으로 FTA로부터 농민들이 이익을 얻기 위해 필요한 정책방안을 제시하였다.
Abstract
It seems that FTA heavily influences the fertilizer industry, a backward industry of agriculture which suffers a lot from FTA in Korea. In the fertilizer industry, FTAs reduce the tariff rate for final products which leads to an increase in the import of final products. This situation has a very serious effect on Korean fertilizer producers since they are being pushed out of the market and the industry. This study aims to focus on and analyze the people most threatened by the FTA among the stake holders in the industry; the fertilizer producers, importers, and distributors; in order to prove if the concern is justified. A panel data analysis was carried out on the relationship between the change in the share of final products in the fertilizer imports and the import tariff rates. Regression analysis on the relationship between the sales volume of composite fertilizer and the increase in import of fertilizer products was also conducted. As a result it was found that, due to the reduction of tariff rates, the share of final goods of fertilizer imports increased after the FTA. Second, we found the decline in sales volume in the NACF (National Agricultural Cooperative Federation) was accompanied by an increase in the import of final fertilizer products. This empirical result might demonstrate that it is not the NACF, which is a representative body for farmers, but other importers and distributors that have enjoyed the benefits of the FTA. Some policy changes can be suggested based on the implications of the results that will benefit farmers rather than see them suffer from the FTA.
