Abstract

This study investigates the changing determinants of the Shanghai Containerized Freight Index (SCFI) under intensified supply chain disruptions by integrating the Business Cycle Clock (BCC) and Decision Tree (DT) methodologies. The analysis reveals that increases in the Economic Policy Uncertainty (EPU) lead shippers to respond preemptively, resulting in higher cargo volumes and a subsequent recovery or rise in freight rates. Freight rates are also found to adjust according to shifts in supply and demand—declining under oversupply or demand contraction, and recovering with capacity reduction or volume growth. Additionally, geopolitical risks such as the Red Sea crisis emerged as significant explanatory variables during the 2020–2024 period, indicating a direct impact on the shipping market, unlike in the prior period. These findings align with the cyclical structure proposed in traditional maritime economic theory and underscore the importance of incorporating uncertainty indicators like EPU, GPR into future freight rate forecasting models.
