요구도 분석에는 Borich 요구도 공식과 The Locus for Focus 모델을 활용하였다.
Abstract
Purpose: This study aimed to derive policy implications by analyzing the needs of elementary and secondary school teachers regarding measures required for the implementation of AI-based personalized education. Method: It was assumed that teachers' needs would differ depending on their level of concern about AI-based personalized education. The Concern-Based Adoption Model (CBAM) was applied to analyze both group-specific needs (self, task, and impact stages) and overall demand. Borich’s Needs Assessment Model and the Locus for Focus Model were utilized to assess these needs. Results: Teachers’ needs varied according to their stage of concern about AI-based personalized education. The top priorities across all groups were: (1) securing a variety of content aligned with the regular curriculum (C1), (2) establishing a stable network environment (B4), (3) improving awareness and understanding among teachers and students (E1), (4) securely managing and effectively utilizing educational data (D2), and (5) enhancing students’ digital literacy (E4). Unique priorities identified by the Impact-stage cohort included: (1) improving parental awareness and understanding (E2), and (2) continuously enhancing AI-based personalized education services to reflect user needs (B3). Conclusion: Differentiated support strategies should be developed considering teachers' stages of concern. The following policy implications are suggested: (1) securing and disseminating diverse curriculum-based content, (2) building infrastructure and continuously enhancing AI-based personalized education services, (3) promoting awareness and understanding among educational stakeholders, and (4) establishing plans for the secure management and effective use of educational data.
