문화콘텐츠산업의 광역시·도별 효율성 분석: 인천지역 문화콘텐츠산업을 중심으로

본 연구는 자료포락분석(DEA)모형을 통해 전국 16개 광역시·도별 문화콘텐츠산업의 효율성을 분석하여 인천지역 문화콘텐츠산업의 효율성수준을 도출하고, 효율적인 의사결정단위가 되기 위한 벤치마킹정보를 제시하였다. 또한, 구체적인 효율성 개선방안 마련을 위해 인천지역 11개 문화콘텐츠산업의 2015년 자료를 대상으로 효율성 수준을 측정하였다. 유용한 효율성 개선대책 도출을 위해서는 횡단면적 분석보다 시계열적 효율성 변화추세 파악이 필요하다는 측면에서 맘퀴스트(Malmquist)생산성지수법을 통해 2011~2015년 기간 동안의 생산성 추세를 분석하였다. 분석결과, 인천지역의 문화콘텐츠산업은 효율성 수준이 무난할 것으로예상하였다. 그러나 인천지역의 효율성 수준은 연도·모형에 관계없이 단한 차례도 전체 효율성 평균에 이르지 못하였으며, BCC모형에 의한 효율성 점수는 전국 최하위권이었다. 인천지역 11개 문화콘텐츠산업별 효율성을 측정한 결과 방송산업과 캐릭터산업이 효율적인 것으로 나타났으며, 게임산업과 음악산업의 효율성이 낮은 것으로 나타났다. 인천지역은 생산성 추세를 분석한 결과도 강원에 이어 두 번째로 생산성 증가율이 낮게 나와 생산성 증가추세를 강화시킬 대책마련이 필요한것으로 분석되었다. 본 연구에서는 정책적 시사점으로 인천지역의 유망콘텐츠산업에 대한정책역량 집중이 필요하며, 인천지역 소재 신용보증기관을 적극 활용하여야 하고, 관광산업과의 연계방안 마련이 유용성을 가질 것으로 생각되며, 문화콘텐츠산업별 지원은 효율성이 낮은 산업위주로 선별적으로 이루어질 필요가 있고, 산업내 구조조정 및 전문인력 양성이 필요한 점 등을 시사점으로 제시하였다.
Abstract
This study analyzed the efficiency of cultural contents business in 16 metropolitan cities nationwide through data envelope analysis(DEA) model, to derive the efficiency of cultural contents business in Incheon and to provide the benchmark information for making an efficient decision unit. In order to derive useful efficiency improvement measures, it is necessary to grasp the trend of the time series efficiency rather than the analysis of the cross sectional area, productivity trends during 2011-2015 were analyzed through the Malmquist Productivity Index. As a result of the analysis, the cultural contents industry in Incheon is expected to be efficient. However, the level of efficiency in Incheon did not reach the average efficiency level even once regardless of the year or the model, and the efficiency score by the BCC model was the nation’s lowest rank. As a result of measuring the efficiency of 11 cultural contents industries in Incheon, broadcasting & character industry were found to be efficient, and game & music industry were low in efficiency. Analysis of the productivity trend in Incheon also showed that the productivity growth rate was the second lowest, next to the Gangwon province, and it is necessary to take measures to strengthen productivity increase trend. As a policy suggestion of this study, it is needed to concentrate policy competence on the promising contents industry in Incheon, and to utilize credit guarantee agencies actively, and it is thought that the linkage with tourism industry will be useful, and support for cultural contents industry needs to be done selectively with low efficiency industry, and it is required to restructure the industry and nurture professional manpower.
