인천 지역혁신주체의 협력네트워크에 관한 탐색적 연구

본 연구는 지역혁신주체 간의 협력네트워크 및 협력 관계의 효과적인관리가 필요하다는 인식하에 수행되었다. 지역혁신주체 협력네트워크의전반적 특성과 협력유형, 혁신기능별 네트워크 특성을 사회연결망 분석을통해 파악하였다. 인천시 공공 지역혁신주체들간 혁신활동의 협력관계를사회연결망분석방법을 통해 분석한 결과 전체적인 기능이 어느 기관을 중심으로 이루어지고 있고, 세부 기능별로 어떤 기관과의 연결이 다수 이루어지고 있는가를 파악할 수 있었다. 협력을 추진하는 강도가 강해질수록네트워크가 약해지는 것을 알 수 있었으며 공동사업 추진보다는 공동계약에 의한 협력네트워크가 미약한 것으로 나타났다. 혁신기능별 네트워크 현황을 살펴보면 네트워킹, 연구개발지원, 사업화(창업) 지원 순으로 지역혁신주체 간 연결되어 있는 네트워크의 협력이 활발하게 진행되고 있었다. 본 논문에 따르면 기능별로 중심이 되는 기관이상이하므로 지역 내 협력 네트워크를 활성화하기 위한 정책이 효과를 발휘하기 위해서는 혁신기능별로 연결의 중심이 되는 기관의 역할을 보다강화해야 할 것으로 판단된다.
Abstract
This study was conducted for effective management of collaborative networks and relationships among regional innovation actors. Using a networking analysis, this study presents characteristics and modes of collaboration networks of regional innovation actors, and describes characteristics of networks by innovation function. The results show what institutions are at the center of regional innovation networks, and how institutions are networked in Incheon. In addition, the results also show that the density of network between regional innovation actors weakens as the intensity of collaboration increases. The common type of collaboration is joint project, not contract. And networking, supporting research and development, and supporting start-ups are proceeded actively in innovation function. According to the results of this study, organizations that have a central role in networks are so different by function. Thus policy to promote regional innovation network should strengthen programs with focusing on institutions that have more connections in regional innovation networks.
