연구의 목적은 강화군 주민조직의 지방자치단체에서 주도하는 마을사업에 참여하기 위한 역량 및 환경을 분석하는 것이다. 본 연구는Chaskin이 개발한 ‘공동체 역량 형성 모형’을 분석틀로 활용하여 강화군주민조직의 특성과 활동 및 네트워크 등을 분석하였다. 본 연구의 분석결과는 다음과 같다. 강화군에는 원주민, 장·단기 이주민 등이 함께 거주하고 있으며, 상호배타적인 성향을 보였으며, 강화지역에 대한 공동체 의식이 높았다. 강화지역의 주민조직은 지역 활동 및 사업에 관심을 갖고 참여하고 있었다. 다양한 마을활동 및 사업을 통해서 상호교류가 증진되었으며, 상호 이해하는 과정을 가졌다. 둘째, 강화군의 지역주민 그리고 주민조직들의 교류는 활발해지고 있는 것으로 조사되었다. 주민조직들은 작은 네트워크를 형성하여 도시재생 및 공동체 사업에 참여하고 있었다. 각 네트워크별로 리더십이 형성되어 있었으나 작은 네트워크 간의 교류는 활발하지 않았다. 셋째, 주민조직은 강화군의 의사결정이나 정책집행 그리고 공모사업 등에 참여하고 있었다. 도시재생 분야에서는 의사결정과정에도 참여하였다. 주민대표로서 의견을 제시하고는 있으나 의사결정권을 갖고 있지는 않았다. 넷째, 강화군은 역사, 문화, 생태, 환경 등에 대한 다양한 자원을 보유하고 있었다.
Abstract
This study examines the environment and capacity for community organizations to engage in community projects in Ganghwa, Incheon. We use the community capacity framework suggested by Robert Chaskin to examine the characteristics of these organizations, and how they engage in the projects. The findings of this study are as follows. First, natives and immigrants live in Ganghwa together. The groups are exclusionary of one another, but hold a strong sense of community for Ganghwa. Ganghwa residents are interested in the community projects, and actively engage in them, which enables the groups of residents to understand each other and interact. Second, Ganghwa residents actively interact with people from other community groups. Community organizations engage in community projects by creating networks. However, each network has its own leadership structure and there is a lack of interaction between networks. Third, although community organizations engage in the decision-making process for urban regeneration and other projects, they have no influence over the final decision. Fourth, Ganghwa is rich with historical, cultural, ecological, and environmental resources.
