고령자의 소비자피해 경험이 법제도 학습의 필요성 인식에 미치는 영향

초록

본 연구에서는 고령자의 소비자피해 경험과 피해관련 법제도에 대한 학습의 필요성 인식 간의 관계를분석한다. 초고령사회를 앞 둔 상황에서 주요 인구집단이자 취약성을 지닌 고령자가 일상생활 속 거래에서소비자피해를 경험할 때, 향후 그러한 피해를 반복하지 않기 위해서라도 피해관련 법제도에 대한 학습의필요성을 인식하는 것이 중요하다. 따라서 본 연구는 이에 대한 분석을 시도한다. 이를 위해 설문조사 결과를바탕으로 고령자의 소비자피해 경험과 법제도 학습의 필요성 인식 간 관계에서 나타나는 매개효과와조절변수의 상호작용 검증, 그리고 조건부 효과 분석과 조건부 간접효과에 대해 분석하였다. 분석결과, 고령자는 소비자피해를 경험했다고 해서 그에 대한 대응이나 향후 대비를 위해 피해관련 법제도 학습의필요성을 자연스럽게 인식하는 것이 아니라, 해당 피해와 관련된 법제도에 대한 지식을 조금이라도 보유하고있을수록 피해관련 법제도 지식의 필요성을 자각하게 되고 그에 따라 법제도 학습의 필요성 인식도 생기는것으로 나타났다. 이에 따른 함의는, 고령자의 소비자피해 예방과 효과적 대응을 위해서는 고령자에게 자주발생하는 소비자피해 경험을 중심으로 일상적 수준에서 조금의 관련 법제도 지식에 대한 교육도 효과적이라는점, 그리고 비단 고령시기가 아닌 그 이전 시기의 교육으로도 가능하다는 점, 또 고령자의 인구통계학적특수 상황을 굳이 고려하지 않아도 되는 일반적 형태의 법제도 지식 관련 교육도 효과적일 수 있다는 점이다.

Abstract

This study analyzes the relationship between the elderly’s experience of damage and their perception of the need for learning about policies related to damage. In the face of a post-aged society, the elderly are both a vulnerable group and a major demographic group. Therefore, when an elderly person experiences damage in their daily life, it is important not to experience such damage again. One way to do this is to recognize the need to learn about relevant policies. This study analyzed the mediating and moderating effects of the relationship between the elderly’s experience of damage and the perception of the necessity of policy learning through a survey. As a result, the elderly did not naturally recognize the need for learning about policies related to damage just because they experienced damage. The more knowledge they had on the laws or institutions related to damage, the more they became aware of the need for knowledge on policies related to damage, followed by recognition of the need for policy learning. This is the relationship between the main factors influencing the relationship between the elderly’s experience of damage and the perception of the need for policy learning. The implications are as follows. First, education on a little policy knowledge focused on the damage that occurs frequently to the elderly can be effective. Second, the same effect can be expected not only through education for the elderly, but also through education for those who are not yet elderly. Third, education on general policy knowledge is effective without considering demographic information for each elderly person.
