한국과 중국의 연안관리제도 추진 현황과 시사점

세계 각국의 연안·해양관리 정책방향은 기능별로 분화된 접 근방식에서 개별 기능의 통합과 조정을 핵심내용으로 하는 ‘연안통합관리 (integrated coastal management)'방식으로 변화하고 있다. 개별국가나 지 역에서 시행하고 있는 연안관리제도는 환경, 사회경제적, 정치적 상황에 따라 다양한 형식으로 나타나지만, 연안통합관리의 기본요소인 협력 (cooperation), 조정(coordination), 적응관리(adaptative management) 등은 일관적이고 보편적 원리로 작용하고 있다. 한국과 중국이 연안에 통합관 리 방식을 적용한 시점은 1990년대 중반 이후로 거의 비슷하지만, 두 국 가의 정치적·사회경제적 상황에 따라 연안관리제도의 추진과정과 법제도 등에서 차이를 보였다. 두 국가의 가장 두드러지는 차이점은 한국은 ‘연 안’을 대상으로 한 단일 법률이 존재하고 있는 한편, 중국은 단일 연안관 리 관련법은 존재하지 않지만 다양한 형태로 연안관리 관련 법제도가 정 비되어 있다는 점이다. 따라서 본 논문의 목적은 한국과 중국의 연안관리 제도의 추진 현황을 서로 비교·분석해봄으로써 한국의 지속가능한 연안 관리를 위해 적용할 수 있는 시사점을 도출하는데 있다.
Abstract
The issues of coastal environment preservation and economic development are in the center of the coastal management in various regions of Korea as well as the national level. The purpose of this study is to compare the coastal management system between China and Korea and to draw practical implications for the effective realization of the integrated coastal management system (ICM) for the developing countries. From the analysis of two countries' ICM, several key issues are identified. First, building up a pertinent legal system for the coastal management could play a vital factor. Moreover, constructing a coordinating system and the scientific support within the framework of the local level is the key to success of coastal management.
