다문화사회로의 전환과 다문화 담론 모색

한국사회는 1997년 IMF이후 시장개방과 결혼구조의 변화, 외국인 노동력의 수요증가 등으로 짧은 기간에 걸쳐, 외국인 이주가 급격히 증가하고 있는 바, 오래된 이주 역사를 지닌 선진국에 비해, 다민족 다문화사회에 대한 정책적 경험도 제한되어 있는 상황이다. ‘차별형’, ‘동화형’, ‘다문화주의형’으로 대별되는 다문화사회 구성논의에 있어, 한국의 다문화는 차별형과 동화형을 중심으로 이루어지고 있다. 따라서 ‘인정의 정치’에 입각해, 다양한 문화적 차이에 대해 인식하고 그 차이를 포용할 수 있는 감수성 배양과 이의 달성을 위한 일련의 전략과 행위를 의미하는 다문화주의에 대한 구체적 논의가 필요하며, 이는 사회정책과 문화정책을 중심으로 한 일련의 다문화정책의 상호연관성 속에서 재검토될 필요가 있다. 이에 따라 본고는 다문화주의적 다문화론에 기초하여, 한국사회에서 현재 진행되고 있는 일반적인 다문화 논의와, 한국의 다문화정책에 담겨 있는 주요 담론들을 비판적으로 살펴보고자 한다.
Abstract
Korean society has been transformed to multicultural society last twenty years. To cope with this situation, Korean Government has made the various policies for multicultural problems. As the multicultural problems have the mixed several aspects, the existing policies have not solved these complicated problems. In reality, there is no theoretical and philosophical basis on multicultural reality in Korea, so that these policies performed by each ministries without cooperation and consistency have resulted in conflicts and confusion. This paper investigates the theoretical system of the multiculturalism and the analysis of the multicultural policies including the social policy and the cultural policy in Korea. This paper defines the difference among the main terms about the multi-cultural-related- phenomena: discrimination-exclusion, assimilation and multiculralism. The productive discourse on the multicultural reality should reject the discrimination-exclusion model and the assimilation model and value the multiculturalism model based on 'politics of recognition'. The desirable multuculral policy is required to be oriented towards enforcing the social integration, establishing the multiculral policy network as a governance and enlarging the multicultural education.
