정허(Zheng He)의 항해를 통해 바라본 중국과 아프리카의 역사적 관계에 대한 고찰

초록

중국과 아프리카의 관계를 설명할 때 정허의 동아프리카 방문을 ‘첫 번째 물결’의 시기로, 1949년 중화인민공화국이 수립되던 시기부터 냉전시기까지를 ‘두 번째 물결’의 시기로, 그리고 냉전이후 그리고 1990년대 이후의 시기를 ‘세 번째 물결의 시기’로 구분하여 설명할 수 있다. 분명히 ‘첫 번째 물결’의 시기에 이루어진 중국의 對아프리카 진출은 ‘두 번째 물결’과 '세 번째 물결‘의 시기에 이루어진 중국의 對아프리카 정책을 역사적으로 이어가고 있으며 정당성을 주고 있다. 본고에서는 최근 아프리카에 대한 중국 정책이 갑자기 일어난 사건이 아니라 과거부터 이어져 내려온 역사의 흐름으로 보고자 한다. 중국과 아프리카의 관계 중 ‘첫 번째 물결’의 시기에 정허는 4차 항해(1413-1415), 5차 항해(1416-1419), 6차 항해(1421-1422), 정허의 함대가 희망봉을 돌아 신대륙을 발견했다는 주장에 대한 논란이 있는 7차 항해(1422-1423) 당시 아프리카를 방문하였다. 중국은 對아프리카 외교정책에서 주목할 만한 특징은 중국과 아프리카와의 역사적 관계를 강조하고 있다는 점이다. 중국이 아프리카에 진출한 15세기 정허의 항해와 20세기 중반부터 냉전시기 사이의 역사적 관계를 강조하는 것은 아프리카에 대한 중국 외교정책 강화의 필연적인 과정이며 결과라고 할 수 있다. 중국의 對아프리카 접근과 전략을 과거의 역사를 이용해 접근하고 있다는 점에서 분명히 서양의 접근과는 다르다. 서구 국가들은 노예무역과 식민지배라는 역사적 사실 때문에 그동안 對아프리카 정책을 펼치면서 과거사에 대하여 토론하거나 언급하는 것을 그다지 환영하지 않았던 것이 사실이다. 중국은 신중화주의(neo-sinocentrism)의 입장에서 역사적 관계를 주장하며 아프리카와의 관계를 확대하려고 노력할 것이며 세계의 패권국가가 되려고 더욱 노력할 것이다.

Abstract

The relationship between China and Africa can be described by three different periods: the First Wave as Zheng He’s visit to Eastern Africa, the Second Wave as the period from the establishment of People’s Republic of China in 1949 to the Cold war, and the Third Wave as the period after the Cold war in the 1990s. Evidently, the advance of China into Africa during the First Wave period has justified and followed the China’s policies against Africa formed in the Second and the Third Wave period. This writing looks at the recent China’s policies against Africa as not a sudden incident but rather a historical current that has been descended from the past. During the First Wave period of the China and Africa’s relation, Zheng He has visited Africa in his Fourth(1413-1415), Fifth(1416-1419), Sixth(1421-1422), and the Seventh(1422-1423) Voyage in which there exists a dispute whether his fleet have discovered the New Continent just around the Cape of Good Hope or not. The notable characteristic of diplomacy of China against Africa is the fact that it highlights the historic relationship between the two countries. Such diplomatic emphasis on China and Africa’s historical correlation between Zheng He’s voyage of the 15th century and the Cold War of the 20th century may be the inevitable course and outcome of China’s strengthening of its diplomacy. China’s approach is certainly different from that of the Western as China has devised its past history as the main strategy. Western countries have indeed kept themselves away from debating or mentioning any of Africa’s history when they lay out their diplomatic policies against Africa, and this was mainly due to their past history of slave trade and colonization. China will attempt to expand its relation with Africa by suggesting its historical correlation from the perspective of neo-sinocentrism, and will endeavor even more to become the supremacy of the world.
