중국의 자동차산업시장은 급성장을 이어왔다. 현재 중국의 자동차산업시장은 동종 업종과 관련하여 환경 우호적 정책을 포함한 여러 정부정책들이 혼재해 있다. 중국 정부는 도시교통과 환경문제 해결을 위해 대도시를 중심으로 자동차 관련 규제 정책을 마련하여 시행하고 있다. 시장 발전 상황과 산업 환경의 변화 요인에 따라 다양한 정책 변수가 존재하며 중국 자동차산업시장을 둘러싼 정부 정책들은 외부 환경에 의한 시장 상황을 고스란히 반영하고 있다. 본 연구에서는 중국 대도시지역의 자동차시장에 존재하는 환경정책과 관련하여 환경 우호적 정책들과 경제성장 중심의 환경 비우호적 정책들에 대한 포괄적이고 심층적인 분석을 시도하고자 한다. 이를 통해 자동차산업시장에서의 정책 지향점 및 제도적 문제점을 검토하고 정책 수립상의 한계점을 규정하여 중국 자동차시장에 존재하는 친환경 정책의 실효성에 대해 심층 분석하고자 한다. 도출되어진 연구 내용은 세계 자동차산업의 중심에 선 중국 시장의 현황 및 환경적 위험 요소와 제도적 장벽 등에 대비한 유효한 대응 방안을 제시해줄 적절한 자료로 활용되길 기대한다.
Abstract
China's automobile industry market has been growing rapidly, and the automobile industry market in China is now mixed with various government policies including environmental friendly policies related to the same type of industry. The Chinese government has established and implemented automobile-related regulatory policies in large cities to solve urban traffic and environmental problems. Various policy variables exist according to market development situation and changes in industrial environment, and government policies surrounding the Chinese automobile industry market reflect the market situation by external environment. This study aims to analyze the environment friendly policies and the environment unfriendly policies centered on economic growth in relation to the environmental policies existing in the automobile market in the metropolitan area of China in a comprehensive and in-depth manner. Through this, we will review policy orientation and institutional problems in the automobile industry market and define limitations in policy formulation to analyze the effectiveness of eco-friendly policies existing in the Chinese automobile market in depth.The results of this study are expected to be used as appropriate data to present the current status of the Chinese market at the center of the global automobile industry, and effective countermeasures against environmental risk factors and institutional barriers.
